Best way to implement and maintain / Adding user pictures to Microsoft Exchange/AD

We need some advise... we would like to add users pictures to Exchange 2010 (migrating to Exchange 2016 currently) so that users can see their picture when they exchange emails. Once this is completed for everyone we need to use a procedure for the helpdesk to follow in order to continue to add the pictures of any of the new hires, 
Should be approach this from Active Directory? Maybe Exchange? What's the best way to implement and maintain? 
Anyone out there doing this that would like to share their process, experience, lessons learned?Thank you!

We used cjwdev "AD Photo Edit Bulk Edition". It was either free or
very inexpensive, and did photo resizing and other good things. Pretty

I would script it using exchange, which will add/remove the pictures in AD. You can even script it to pick up the files you have in a folder. This works great if you have a standard in photos that will be used.
